Rifle and Pistol Club

There were 15 members and 1 visitor present for the June monthly meeting including the following Officers and Board members:

The meeting was called to order and the following items were discussed:
1. Dennis Ingram was introduced to the membership as the newly appointed board member. He will replace Randy Brownlee in the position of “Past President”.
2. A membership report was given as follows: 441 members, 20 associate members, 4 military, and 36 free members have been entered into the new database.
3. The treasury report was given stating that $95,200 has been collected from renewals. The club bank account stands at $199,081.
4. Checks written to date for the month of June include:
a. $133.54 to Paula Wiles (reimbursement for paper products)
b. $149.80 to Gulf Coast Silk Screening (drink holders/huggies – club advertising)
c. $3,911.75 to Beacon Insurance (club insurance)
d. $270.00 Robert Lee (club maintenance)
e. $308.16 to Milner Rentals (4-H shoot tent rental)
f. $388.21 to Randy Brownlee (reimbursement for skeet/trap plans)
g. $112.35 to T&E Salvage (landscape timbers)
h. $1,000.00 to Randal Rushing (two mowing)
i. $200.00 to Amy Champagne (club registration)
j. To Joe Newman (reimbursement for stationery/safety training supplies)
k. $604.80 To Craig Williams (website hosting - two years)
5. The meeting minutes from the annual meeting in May and the ad hoc meeting on June 3, 2009 were available for comment and review. The minutes were approved by vote to be accepted with no additional comments.
6. The club will advertise in the Sun Herald for new membership. A vote was taken to run this ad for six months. The vote was unanimous to provide this advertisement.
7. Amy Champagne has been hired to assist with club renewals. She has been renewing on average 8 people per night. She will continue to work past the agreed upon two weeks as long as the renewal rate continues to be on average 7-8 people per evening.
8. The Mississippi Crime Lab has requested to use the club facilities for testing. They estimate that they may need to use the range two times per year. The use would include long range fields to shoot shotguns or rifles to recover brass and determine distances. There would be no interference with club members and no shut down of facilities. A recommendation was made to allow the two member team from the Crime Lab to have access and use the facility for state business. A vote was taken with seven in favor and one against. The Crime Lab will be allowed to conduct their testing at the club. Badges will be made for these two individuals and they will come through the standard club safety briefing.
9. It was noted that the club website has the wrong time listed for the monthly meeting. This time will be changed to reflect the meeting time as 6:00 pm.
10. The Biloxi Police Department has requested to use the club facilities for their Explorer Program. Joe Newman has been present with them in the past years and stated that they are very safety oriented. A vote was taken and all were in favor of allowing the Explorer Program to use the club facilities. Chester will notify the Program contact person to inform them of the board’s decision.
11. The Construction Committee has received bids for the new skeet and trap fields. Four bids were submitted as follows:
a. Blanchard Construction $86,413.66
b. Ace Construction $147,700.00
c. Randy Brownlee $68,640.00
d. Southeastern Design and Develop. $89,163.00
The committee reviewed the bids and recommended that the club accept the bid from Blanchard Construction. A vote was taken. It was unanimous to award the contract to Blanchard Construction. Chester will notify the company and they will complete the project within 90 days from acceptance and notice to proceed. The construction will be restricted to Monday through Friday only.
12. With the construction of the skeet/trap fields the previous five year plan will be completed. All members have been asked to submit recommendations for a new long range plan on club improvements.
13. Chester will begin maintenance on the pistol range entrance next week. This entrance will be graded and drainage provided.
14. Dr. Knight has donated a 20’ container to the 4-H program for storage of their equipment and supplies. Chester will build a concrete slab for the container’s foundation. The doctor may have an additional container which may be donated to the club for club storage.
15. Guy will consult with Jean to identify any additional needs the 4-H club may have such as shooting mats. There is $2,200 in donations for the 4-H club now. These donations are kept separate for 4-H use. Glenn will purchase shells for use by the three 4-H students who have qualified for the state shoot from this donated money.
16. The water well for the club will not be adequate for the facility once future expansion has been completed. Two estimates have been given to provide a new 550’ deep, 4” submersible well. They are $7,000 and $12,000.
17. Joe and Chester will work together to provide a video recording of the safety briefing.
18. Craig Hucks (Badge #0145) is certified to teach NRA Instructor’s Course. His information will be put on the club website offering this course for a fee. If a class is scheduled, Mr. Huck’s will be able to use the facilities to teach and will pay the club a fee for the use of the club.
