BRIEFING PACKET
Introduction:
This is a
members club for the promotion of shooting sports. Membership in this club is a
privilege not a right. This club is run by the membership with five
elected (non-paid) officers, who answer to the membership. The officers provide
the administrative support for day-to-day operations. Your support of the club
is important. Members are asked to pitch in on Range projects and treat the
facility with respect.
We pay to
have the Range cleaned each week. This activity is only to empty trash cans and
general clean-up so please continue to pick up all the trash you generate while
at the Range and a little extra if you have time. If each member would leave
the Range just a little better than they found it, pick up a loose piece of
paper/trash or a few empty shell cases, etc. there would be little to do for
clean-up.
Club meeting
are held on the third Wednesday of each month at 6:00pm. This is for the
discussion of club business and your chance to voice your opinions or concerns
about club projects. Information about the club and it’s activities can also be
found on our club web site at www.gcrpc.com.
It takes a
minimum of 600 members to pay the lease and insurance on the property. Please
encourage your friends to join us. Membership applications are located in the
clubhouse. Profits from skeet and trap are the only source of income for club
improvements, unless the membership goes above 600. So, when you think of
things that would make the club better consider how we are going to pay for
them.
The
clubhouse is yours. Feel free to use it. The combination is the same as the
Range access gate. However, if you’re the last one leaving turn off the lights,
heat/air, coffee pots, etc. and lock up just like you would in your home.
If you have
any questions about the Range and it’s operation please contact any club
officer. Club officers are elected to their non-paid positions once a year
during the annual meeting at the end of May. The club’s fiscal year runs 01
June to 31 May. If you would like to be a club officer please make it known and
run for the office. Club By-Laws are posted in the clubhouse and on the club
web site.
The Range is
open from daylight to dark 365 days a year. Ranges are closed during the hours
of darkness. One or more ranges may be closed during major Range
clean-up/maintenance, for special events, and when mowing/contract work is
being accomplished.
Dues:
Beginning July
1, 2008 new members dues will be $200.00 per year. Renewals beginning June 1,
2009 will also be $200.00. Renewals of club dues for the 08-09 membership year
will remain $100.00 for that year. The club year runs from 01 June to 31 May.
Renewal payment is due by the first of June each year paid by cash/check. Club
dues will not be pro-rated. An exception may be given to military personnel
under orders.
Associate
memberships are available for $25.00 per year. Only husbands or wives may
obtain an associate membership.
Club Rules:
In order to
provide order and safety on this facility the club membership has established a
set of rules and regulations for the conduct of each and every member and their
guests while on the Range. These rules and regulations are strictly enforced by
the Range Safety Officer, his designated assistants, and all club officers.
However, it is also the responsibility of all members to ensure compliance with
these rules and regulations. A copy of the rules and regulations are posted on
each Range and the clubhouse.
Some of the main rules are:
* Membership badges must be worn by all
members while on the facility.
*
Loaded firearms will not be carried on this Range unless you are an active duty
law enforcement officer authorized to carry
a firearm.
* Loading of firearms will only be
permitted after they have been removed from your conveyance
and carried to the firing line. Actions, slides, cylinders, etc. will be open on all firearms and magazines
removed when not in use. The only
exceptions to this rule are:
o when the firearm is being encased (put into a box, bag, holstered)
o when the firearm is being
prepared for firing at the firing line
o when the firearm is being
repaired, in which case the firearm will be
removed from the firing line.
*
Alcohol is prohibited on the property. Utilization of Range facilities
while intoxicated, in possession of, or drinking
alcoholic beverages will be grounds for immediate and permanent termination of
membership.
*
Care will be exercised to avoid damage to the Range and the equipment thereon.
Willful destruction of club or adjoining
property will be grounds for immediate termination of membership.
*
Children (17 years of age and under) must be constantly and very closely supervised by the person, or designated
individual/member responsible for them
* All
activities at the Range will reflect good judgment and maturity. There is no place on the Range for a practical joker
with firearms. The Range is a place for safe recreation.
* Do
not touch or handle other people’s property without permission of the owner.
*
Dispose of the trash you create before leaving the Range. There are barrels
on the
facility to properly dispose of trash. A good practice is to take with you what
you bring.
*
Members will insure that the gate is closed and/or secure behind them when entering of leaving the facility unless
there is an official club function such as a
match/competition, instructional session,
work detail, etc.
Range Safety:
The single
most important action by a member is to maintain range safety! This must be
adhered to at all times. In addition, the following must be observed:
*
Hearing and eye protection must be worn on all Ranges by members and their guest/spectators. At times foam earplugs and
glasses may be found in the club house if you did not bring your own, but
this is not always the case.
*
Prior to firing. Appropriate action will be taken to insure the impact area is clear. This is doubly important on the South
Rifle Range.
* When on the firing line, firearms
will be pointed downrange (towards the berm) at all times. When clearing miss fires or
jams keep your weapon pointed down range.
* No
firing will be done when anyone is forward of the firing line.
* All
firing will be into the designated impact area. All rounds must impact a berm !
* Do not lay targets on the ground between the firing
line and the berm.
*
Indiscriminate firing at tin cans and the like on horizontal surfaces is
conductive to accidents by ricochet. Therefore, this
practice will not be condoned.
* Do
not shoot the vertical uprights holding the target boards.
* No shooter may fire at target stands to the
right or left of his firing position. All lines of fire shall take place
perpendicular to the berm and the firing line.
*
Shooters using black powder firearms are asked to willingly move to the down wind end of the Range when wind conditions
are carrying powder residue onto the other firing positions on the Range
they are using.
Coordination of shooters on same Range:
When on the
firing line with other shooters present, you must coordinate with them before going down range or before you resume
firing after the line has been cold. When
coordinating with other shooters the term “COLD” is
used to request a safe firing line to go down range.
*
All positions on the range are “COLD” regardless of the distance between shooters.
*
Do not go down range until you have acknowledgement from all shooters.
*
No person shall handle any weapon when the range is “COLD!”
Weapons will be laid on shooting tables with the
muzzle pointed down range while the range is “COLD.” All shooters will honor
the common courtesy of stepping back from their firing position when anyone
is down range.
When the individuals who are down range return to
their firing positions, they should announce “CLEAR” to the other shooters.
When the first shooter on the line is ready to resume shooting, they should
announce “LINE HOT” or “GOING HOT” and wait to RECEIVE AN ACKNOWLEDGEMENT FROM
ALL SHOOTERS before they resume firing.

Skeet and Trap field useage:
Skeet and Trap
houses are locked when not in use. If you plan to shoot the club’s skeet or
trap you must have a separate briefing to familiarize you with the rules
associated with trap and skeet shooting and the operations of the skeet and
trap machinery. This is followed by a short probationary period of shooting
with regular members after which you will be provided with a key to the skeet
and trap houses.
Trap and skeet shooting on our ranges is conducted
under the national rules for skeet and trap. During the probationary period you
will be shown where clays are stored, how to load, clean, clear and adjust the
machines for proper bird flight path. Also safety switches, throwing arm
operation and proper shut down procedures. If a machine does not operate
properly, discontinue use of that machine and inform a club officer.
Skeet shooting
currently occurs on Wednesday mornings from 1PM till dark. Saturday and Sunday
from around 12Noon till dark. Shooting is not restricted to these times, but
this is a good time to meet the regular shooters. They are a friendly group and
are glad to help new shooters get started.
Trap shooting
currently occurs on Wednesday mornings from 8AM till 10AM. Saturday and Sunday
from around 8AM till Noon. Trap shooting is not restricted to these times,
however, these times are a good opportunity to meet the regular trap shooters.
Trap and skeet
shooting are not FREE. Each round of skeet or trap cost $2.00 per round and is
to be paid at the completion of shooting on the day you shoot. A round is
considered 25 shells fired at thrown birds. There is a log book marked “Skeet
and Trap” in the clubhouse. You may pay for skeet rounds in advance. Log all
rounds in the log on the day you shoot. If you pre-pay, log the amount you have
pre-paid and deduct from that amount in the log until your funds/rounds have
been consumed. It is preferred that you pay for rounds shot with checks. If you
forget to log and pay for rounds shot, call a club officer and report it ASAP.
Correct the issue within the next week. The officer will log you in so no
disciplinary action will be taken. It is your responsibility to correct the
error. If a member is found shooting without paying it is grounds for being
expelled from the club as directed by the By-Laws.
Member’s Guests:
A member may
not bring more than two(2) guests at a time. That member is responsible for
their guest(s) at all times. You have to supervise your guest, which means that
only you or one of your guests can shoot at a time. If you have more than
two(2) out of town guests you would like to bring to the Range you can call a
club officer before hand and make that request. For most instances your request
will be approved.
Safety Violations:
Safety
violations alone are reason for expulsion from the club, as indicated in the
club By-Laws. If you observe other members violating safety rules, please
notify a club officer, the RSO, or assistant RSO’s as soon as possible. If you
feel a member’s actions are endangering you or others, leave the area. Unless
you are comfortable with pointing out a safety issue or violation to another
member or guest, take no action upon yourself to correct the issue. Remember
most of our members are armed. It is solely at your discretion. When reporting
a violation make every effort to provide a club officer with the badge number,
vehicle description, license plate number, a description of that person, along
with the time and date the violation occurred. All reported violations
will be investigated.
Fully Automatic Capable Weapons:
All members
who desire to shoot a fully automatic capable weapon, must be certified on THAT
PARTICULAR weapon. Certification will be conducted by the Range Safety Officer
and a certified weapons instructor. To obtain this certification contact the
RSO or other club officer. An appointment will be made at the descretion of the
RSO and instructor as to the time and date for this cetification.. At the time of
the certification you must present your Federal Tax Stamp, if applicable,
showing approval for possession of THAT PARTICULAR WEAPON. A certification MUST
be completed on EACH and EVERY automatic capable weapon you wish to use. Once
the certification is completed, it will be recorded and maintained in the club
records.
Sub-machine
guns (pistol cartridge firing guns) will be allowed to be shot on the 50yard
rifle berm and on the high caliber rifle ranges ONLY. Machine guns (9mm &
larger) will be shot ONLY on ranges designated for rifles larger than rim fire.
After you have
completed the certification process, all automatic capable weapons must be
fired in the presence of an elected club officer. After certification you
MUST contact an elected club officer for coordinating a time to shoot, EACH and
EVERY TIME you wish to shoot your automatic weapon.
It should be
further noted, that when firing an automatic capable weapon on any of the
designated ranges, even with an elected club officer present, ALL club rules
such as, but not limited to, bullet impact area, handling, safety equipment,
etc., will be in effect and apply during those firing times. Violations of said
rules while using an automatic weapon will be grounds for expulsion from the
club.
Silencers/suppressors:
PRIOR to
firing the weapon, all members wishing to use a silencer/suppressor fixed
weapon MUST be certified for possession and use of that item by the Range
Safety Officer. You must contact the RSO who will examine the silencer/suppressor
to insure that it is a legally manufactured item for the weapon in question. No
homemade devices will be allowed. You must present your Federal Tax Stamp
showing approval for possession of the particular silencer/suppressor. This
certificate will be recorded and maintained in the club’s records. In addition,
your club badge will be stamped and signed by the Range Safety Officer.
Range Closures for Events:
In order to
communicate range closures for events to club members the following requirements
are set forth by the club’s Executive Board.
Club members
wishing to schedule a shoot, (other than the 3 regular monthly events),
utilizing one or more ranges, must present a request, in writing, for approval
to the club’s Executive Board at the regular club meeting the month prior to
the event.
Groups outside
the club wishing to use a range for a shoot must make a request, in writing, to
the club’s Executive Board a minimum of three (3) weeks in advance of the event
date. This request will contain the date(s), hours of each days usage, weapons
to be used (ie: pistols, rifles, etc), distances to be shot and number of
people participating in each event.
Groups outside
the club will be charged a fee (starting at $200 minimum) for 1-10 people for
each days event. Each additional participant will be charged at $20.00 per
person. Fees to be paid prior to the start of each days event.
All
shooters/spectators at theses shoots will be required to comply with all
established club rules. The club’s Range Safety Officer, or his designated
assistant, must be present and will have full authority to take appropriate
action if a safety violation occurs. A club member participating in the event may
not be designated as a safety officer. Should an event be cancelled, or an
individual be removed from a shoot, due to non-compliance with established club
rules, no fee refunds will be granted.
Club supported
groups such as 4-H, Boy Scouts, or as designated by the Executive Board, will
be exempt from range usage fees.
Range closures
for scheduled events will be posted on the club’s web site, the club news
letter, and at each range to be utilized.
